Against the backdrop of the defeat of Ottoman forces in the protracted siege of Ṣanʿāʾ during the Zaydī uprising of 1905, Caesar Farah examines the recommendations for reform provided by Eduard Glaser (1855-1908) in early 1907.
'From the content of the report submitted by Glaser in February of 1907, it seems that he was charged with devising strategy to 1) win over or isolate Imam Yahya and 2) prevent a possible British link with him from territories they controlled or influenced in the southern region of Yemen.' (p. 502)
